How roof soft washing, house washing and driveway cleaning fit the Pelican Landing Community Association (PLCA) rules. PLCA is the master association for 49 neighborhoods on 2,365 acres, and its vendor-hour and gate rules apply to every job inside.

**Short answer:** The PLCA Simplified Rules do not name roof mold, pressure washing or a cleaning schedule. They prohibit “unclean, unsightly, or unkempt conditions” (rule C.11). Black roof streaks, green stucco and dark driveways fall under that general rule. Most Pelican Landing homes stay well inside it with a roof and house soft wash every 12–24 months and a driveway cleaning once or twice a year.

Who books the work depends on where you live. Single-family owners order their own cleaning. In condo and villa neighborhoods, the neighborhood association or its property manager usually schedules roof and building washes, and owners handle their own lanai and windows. Either way, we work inside PLCA’s vendor hours and clear the gate before the truck arrives.

📋 What the PLCA Rules Actually Say

PLCA has run Pelican Landing since the first home went up in 1989. Its governing documents are a Consolidated Declaration and General Protective Covenants, plus Supplements for individual neighborhoods such as Lakemont, Terzetto, Cielo, Palermo and La Scala. A Supplement can add rules on top of the master documents, so read yours along with the Simplified Rules.

The cleanliness language sits in two places. Rule C.11 bars unclean, unsightly or unkempt conditions. Rule C.26 asks that lawns, landscaping and sprinkler systems stay in good, safe, clean, neat and attractive condition. PLCA has a Director of Covenant Enforcement on staff. We found no published rule that sets a roof-cleaning interval, a pressure limit or an approved list of cleaning products.

Some rules touch the job indirectly. Changing a driveway’s style needs PLCA permission (B.12). So does changing landscaping or removing plants (B.1) and removing trees (B.8). A plain cleaning changes none of these. If you plan a paver sealer that would change the color or look of the driveway, ask PLCA before we book it.

🔐 Gate Clearance, Work Hours and Off-Hours Requests

Pelican Landing is gated, and the HOA assessment pays for 24/7 privacy and gate service. Every vendor is cleared through the gate. We are pre-registered with most major gated communities in the Naples area, and we handle gate coordination directly, so the homeowner does not have to call it in.

Normal delivery and service hours are Monday through Saturday, 7:00 am to 6:00 pm. All of our routine roof, house and driveway work fits in that window. Work outside it needs a Standards Exception Request filed at least 72 hours ahead and approved by the PLCA Privacy Department. Where a neighborhood association or property manager exists, they must approve it too before work starts. We rarely need one, but we file it when a board asks for a Sunday or early start.

Rule B.4 bars commercial vehicles parked overnight outside a garage without PLCA permission. Our trucks leave at the end of each day. After a storm, rule B.5 gives owners 72 hours to take temporary shutters down. We book post-storm washes after shutters are off, so we can rinse windows and frames in the same visit.

Your Written Service RecordAfter every job we send the date, surfaces cleaned, method and our Florida license number. Keep it for a PLCA covenant file or your neighborhood association. Most Florida insurers also accept it as proof of roof maintenance.
