Pelican Bay has two layers of governance: the Pelican Bay Foundation, which reviews exterior changes, and 65 neighborhood associations, which each decide who maintains roofs and walls. This page explains which one to call before a soft wash, a repaint or a paver reseal.

**Short answer:** For a plain cleaning, start with your own neighborhood association or its manager. Each of the 65 sub-associations sets who is responsible for roofs, building walls and walkways. We found no public Pelican Bay Foundation rule that covers roof cleaning or pressure washing. Most roofs and walls here need a soft wash every 12–24 months.

Call the Foundation’s Design Review & Covenants department when the work changes how the outside looks: new paint color, new pavers or other hardscape. Owners usually book their own lanai, windows and driveway. Associations usually book roofs and buildings. We quote both and leave a written service record after every job.

📋 Two Layers, Two Different Jobs

The Pelican Bay Foundation is the master homeowners’ association for the whole community. Its office is at 6251 Pelican Bay Blvd (239-597-8081). The Foundation runs a Design Review & Covenants department, and applications now go through an online HOALife property portal that replaced the old paper forms. Individual owners, neighborhood associations and commercial owners all apply there, and the portal takes plans, specs and photos. The Design Review line is 239-799-6299.

Below the Foundation sit 65 neighborhoods. Each neighborhood association decides who maintains what on its own buildings and homes. That split is written in each neighborhood’s own documents. So two owners a few streets apart can have different answers to “who pays to clean the roof?”

There is a third layer most owners never deal with. The Pelican Bay Services Division is a separate Collier County taxing unit. It maintains streets, medians, sidewalks, street lighting, landscaping and the mangrove preserve, and it manages Clam Pass dredging. Its FY2025 assessment was $995.77 ($702.35 operating plus $293.42 capital). Public sidewalks and medians are its job. Your driveway and private walkways are not.

🏡 Wash, Repaint or Reseal: Which Layer to Call

A soft wash puts a roof or wall back to the color it already was. It uses low pressure and a biodegradable solution that kills algae (Gloeocapsa magma), mold and mildew at the root. Since nothing new is added, the first stop is your neighborhood association or manager. They can tell you if the roof is theirs to clean or yours, and if they want a certificate of insurance on file first.

A repaint is different. A new color, new pavers, a new driveway or other hardscape changes the exterior, and that is the kind of work the Foundation’s Design Review & Covenants department reviews through the HOALife portal. Design review criteria sit behind the owner portal, so log in or call 239-799-6299 to read the current standards for your property. Paver sealing sits in between: a clear sealer may not change much, but a wet-look or tinted sealer can. Ask before you seal.

Pelican Bay covers about 6,500 homes built from 1972 to 2006 by several builders, with nearly 3 miles of private beach and a tram. The community is not gated, though some subdivisions inside it are, including Bay Colony. Gate coordination for those neighborhoods is something we handle directly. After each job we send a written record with the date, surfaces, method and our Florida license number, which your association can file with its maintenance records.

Before a Repaint or ResealIf your plan includes new paint or a new paver sealer, clean first, then submit to Design Review with photos of the clean surface. Reviewers see the real condition, and the new coating bonds better.
